Gov. Reynolds Signs Tax Cuts and Several Other Bills into Law
DES MOINES – Today, Gov. Kim Reynolds signed the following bills into law:
SF 2442: A bill for an act relating to state and local finances by modifying individual and alternate income tax rates, withholding credits, franchise tax deductions, methodologies for determining property taxes, and property tax assessment limitations, changing methods of determining compensation of county officials, making contingent transfers from the taxpayer relief fund, and making corrections, and including effective date and applicability provisions.
“Since 2018, I’ve proposed, worked with the legislature, and signed four landmark tax reform bills, which not only set the stage for Iowa’s first ever flat income tax, but also eliminated taxes on retirement and inheritance income, cut property taxes, and made our code more friendly to farm families,” Gov. Kim Reynolds said.
“And because of our conservative budgeting practices, it’s clear that we’re well-positioned to go further, faster which is why I proposed a fifth tax package this year. The bill I’m signing today allows the flat rate we enacted two years ago to go into effect in 2025, while reducing it yet again to 3.8 percent. The bottom line is that every Iowa taxpayer will experience significantly lower rates starting next year, and collectively, all the tax cuts we’ve enacted since 2018 will save Iowans more than $23.5 billion over a decade.”
HF 2668: A bill for an act relating to insurance coverage for biomarker testing.
“Research and technology have helped save countless lives from cancer and this bill opens new opportunities for Iowans to receive the best care they can to win the battle against cancer. I’ve seen firsthand what a difference biomarker testing can make. These necessary advancements will be available to patients across Iowa,” said Gov. Kim Reynolds.
SF 574: A bill for an act relating to programs administered by the economic development authority by establishing the economic growth attraction program, modifying the certified site and high-quality jobs programs, making appropriations, providing penalties, and including effective date provisions.
HF 2175: A bill for an act extending the repeal date of the Iowa cell siting Act.
HF 131: A bill for an act relating to matters under the purview of the credit union division of the department of commerce.
SF 2268: A bill for an act relating to assistance animals and service animals, including reasonable accommodations for housing and requirements for findings of disabilities.
HF 2600: A bill for an act relating to the venue for prosecution of a controlled substance violation resulting in the death or serious bodily injury of another.
HF 2276: A bill for an act relating to the zoning of maternity group homes.
HF 2489: A bill for an act relating to insurance coverage for supplemental and diagnostic breast examinations.
HF 2661: A bill for an act relating to public safety personnel by modifying the retirement benefits of sheriffs and deputy sheriffs, restricting bail for murder in the first degree or felonious assaults committed upon public safety personnel, and providing for a tax credit for moving expenses available against the individual income tax for new public safety personnel moving to the state, and including retroactive applicability provisions.
