Governor Whitmer Makes Appointments to Boards and Commissions
LANSING, Mich. -- Today, Governor Gretchen Whitmer announced the following appointments to the Michigan Board of Real Estate Brokers and Salespersons, State Tax Commission, Michigan Tax Tribunal, and Detroit Financial Review Commission.
Michigan Board of Real Estate Brokers and Salespersons
Abe Koumaiha, of West Bloomfield, is a real estate agent at KW Domain and is a licensed real estate broker. Mr. Koumaiha is appointed to represent real estate brokers and salespersons for a term commencing December 15, 2022 and expiring June 30, 2026. He succeeds Hassan Ahmad whose term expired June 30, 2022.
Nusrat S. Hussain, of Bloomfield Hills, is a real estate agent and broker at Moghul & Main LLC and real estate salesperson at Arterra Realty LLC. Nusrat received her undergraduate degree and Juris Doctor from the University of East London. Ms. Hussain is appointed to represent real estate brokers and salespersons, for a term commencing December 15, 2022 and expiring June 30, 2026. She succeeds Karen Greenwood whose term expired June 30, 2022.
The Michigan Board of Real Estate Brokers and Salespersons oversees the practice of real estate salespersons, associate real estate brokers, real estate brokers, and branch offices.
These appointments are subject to the advice and consent of the Senate.
State Tax Commission
Peggy L. Nolde, of Grand Blanc, is the current chair of the State Tax Commission. She retired from Genesee County where she was the equalization director and previously served as the assessor for the Charter Township of Grand Blanc, as an appraiser for the City of Flint, and an assessor for the Charter Township of Mundy and the City of Fenton. Peggy is a certified assessment evaluator, Michigan master assessing officer, and a Michigan certified personal property examiner. Mrs. Nolde is reappointed to represent Democrats for a term commencing December 28, 2022 and expiring December 27, 2026. She is also designated as chair.
The State Tax Commission is comprised of three members appointed by the governor. The State Tax Commission has general supervision of the administration of the property tax laws in Michigan and shall render such assistance and give such advice to assessors, as they deem necessary. In 2009, the State Tax Commission became responsible for the education and certification of assessing officers.
These appointments are subject to the advice and consent of the Senate.
Michigan Tax Tribunal
Marcus L. Abood, of Lansing, is currently a tax tribunal judge. Abood holds a Bachelor of Arts in Political Science from Western Michigan University and a Juris Doctor degree from Thomas M. Cooley Law School. Mr. Abood is reappointed to represent real estate appraisers for a term commencing December 15, 2022 and expiring September 22, 2026.
Patricia L. Halm, of East Lansing, has served as an administrative law specialist for the Office of Tax Policy for the Michigan Department of Treasury and policy counsel for the Senate Democratic Office. She earned her Bachelor of Arts degree in economics from Michigan State University and Juris Doctor from Thomas M. Cooley Law School. Ms. Halm is reappointed to represent members at large for a term commencing December 15, 2022 and expiring September 22, 2026.
The Michigan Tax Tribunal is an administrative court that hears tax appeals for all Michigan taxes. Most of the Tribunal's appeals involve property tax; however, the Tribunal also hears business and individual tax disputes.
These appointments are subject to the advice and consent of the Senate.
Detroit Financial Review Commission
John J. Walsh, of Livonia, is currently the president and CEO of the Michigan Manufacturers Association. He holds a Bachelor of Arts degree in Political Science from Michigan State University and earned his Juris Doctorate from Wayne State University. Mr. Walsh is reappointed for a term commencing December 15, 2022 and expiring November 9, 2026.
The Detroit Financial Review Commission (FRC) is responsible for oversight of the City of Detroit and the Detroit Public Schools Community District. It ensures both are meeting statutory requirements, reviews and approves their budgets, and establishes programs and requirements for prudent fiscal management, among other roles and responsibilities.
This appointment is not subject to the advice and consent of the Senate.
