Top consulting firm National Public Affairs announces expansion
NPA adds senior staff, expands client services to include creative, digital, polling & comms
National Public Affairs (NPA), a top political consulting firm which enjoyed a successful 2022 election cycle, has announced a major expansion of senior staff and client services at a time when other political shops are downsizing after a federal election year. NPA is adding experienced political professionals and increasing its service offerings to include more in-house media production, digital products, fundraising, polling, and communications. The newly expanded NPA is conducting business immediately and is already engaging new clients entering 2023.
Founding partners Bill Stepien, Justin Clark, and Sean Dollman announced a new team featuring skilled hands with decades of combined experience in all facets of winning campaign management and messaging. NPA will still be offering the same excellent strategic and media consulting that clients have enjoyed to date, but will now add a full suite of options for political candidates, issue advocacy organizations, and private companies.

Nick Trainer is NPA’s Vice President of Political Strategy, managing a team that provides strategic advice and guidance to campaigns to help them chart the winning course. Trainer served in the White House Office of Political Affairs as Director of Regional Political Operations, then on President Trump’s re-election campaign as Director of Delegates & Party Organization and Director of Battleground Strategy. Nick previously held senior political roles at the Republican National Committee and multiple state parties.
Tom Dickens is NPA’s Vice President of Creative Production, overseeing the conception and production of compelling television and radio advertisements. Dickens is an award-winning political strategist and producer based in Washington, D.C. He has over a decade of experience working in campaign politics at the local, state, and national levels and has served in senior roles in state and federal government. Tom was named a Rising Star in American Politics by Campaign & Elections Magazine in 2013 and has produced political and corporate advertising for clients across the United States.
Mike Hahn is NPA’s Vice President of Digital Strategy. Previously, Hahn was the National Republican Senatorial Committee’s Deputy Digital Director and served as Director of Social Media on President Trump’s re-election campaign. He has raised over $100 million online in his career and his national experience will help campaigns fundraise, expand their online presence, target messages precisely, and drive the conversation.
Tim Murtaugh is NPA’s Vice President of Communication Strategy. In the 2022 cycle, Tim’s own communications consulting firm served successful candidates, including Rep.-elect Harriet Hageman of Wyoming and Sen. Ron Johnson of Wisconsin. Over the last 20 years, Murtaugh, who served as Director of Communications on President Trump’s re-election campaign, has held senior roles in presidential, U.S. Senate and House, and state-level races, at the Republican National Committee and Republican Governors Association, and in state and federal government. Murtaugh began his career as a radio and television reporter in Virginia.

He previously served as the White House Political Director and as National Field Director during the 2016 Trump campaign. A veteran of national and state politics, Stepien managed both of New Jersey Governor Chris Christie’s statewide victories and served in senior political roles in the 2008 McCain and 2004 Bush campaigns.
Justin Clark is a veteran of Republican politics, most recently serving as Deputy Campaign Manager on President Trump’s reelection campaign. Prior to joining the campaign, he served at the White House as a Deputy Assistant to the President as both the Director of Intergovernmental Affairs and the Director of Public Liaison. Clark had previously served as Deputy National Political Director of the 2016 Trump campaign and served in senior leadership roles on several nationally targeted state and federal races.
Sean Dollman is an expert in finance and campaign operations, having served in state government and for both of President Trump’s prior campaigns for office. At the Arizona State Treasurer’s Office, he served as Director of Communications and Government Affairs and then as Deputy State Treasurer of Administration. He was the Deputy Director of Operations for the 2016 Trump campaign and then served as Director of Operations and ultimately Chief Finance Officer for the 2020 campaign. Dollman is a U.S. Army veteran who received the Purple Heart after being wounded in combat.
